THat is not bizarre; you are most probably using the "US international"
keyboard layout; the keys ' ^ ` " ~ are dead keys, allowing to enter
accentuated leters like � � � � �
If you don't need it you can switch to non dead keys keyboard.
German keyboard layout also exists in dead keys and non dead keys versions.
