This was fixed in the 3.1.9x series of KDE packages. There's still a problem of
missing devel provides, e.g. libkdemultimedia1-noatun-devel should provide
libkdemultimedia-noatun-devel for lib64 compatibility.

libkdemultimedia1-noatun-devel-3.1.3-16mdk.i586.rpm can't be installed, because
it's missing devel(libartsmodules). This is caused by /usr/lib/libartsmodules.so
missing from libkdemultimedia1-common-devel.
Other symlinks seem to be missing as well:
devel(libartsbuilder) devel(libartsgui) devel(libartsgui_idl)
devel(libartsgui_kde) devel(libartsmidi_idl)
