[Cooker] New RPM Macros

I'm trying to macroify a couple packages, but am running into a problem.
Configuration files that normally go in /etc are ending up in /usr/etc
with the %{_sysconfdir} expando.  But /usr/lib/rpm/macros shows:

%_sysconfdir            /etc

/usr/lib/rpm> rpm -qf macros
rpm-3.0.5-0.19mdk

Am I missing something here?
