Is this during the installation, if yes send us back what you have exactly

If this is during normal boot sequence,

So if you know the root partition and there was a problem generating
configuration files, try using "root=/dev/sd??" on command line of SILO.

This is problably caused by a misformed /etc/silo.conf file, can you check
it and send it back to us?
