Yup, this comes from the Netscape Pluggins that are included with kdebase.
This is on my list of to-dos to seperate out. Hello, this is beta 1 :-)
Now this is strange, these requires are not added by hand at all. I have no
idea what type of drugs rpm was on, but I will try and figure it out.

No, not needed. just install it. If it provides it and requires it you are OK.
