This seems to happen over computers with international settings (english
included). For example, when you choose Russian as the system
keyboard/display locale, mc ignores uppercase and lowercase letters and
shows everything strictly in alphabetic order. It also happens if you
set up the settings at user level only. The same seems to happen if you
set, for example, uk english or even some of the us english locales,
unfortunately, I don't have all information about it. It was one
colleague who referred to this situation on his home computer.
