I've tried here on the latest cooker and it works alright with
https://blabla:10000
The initial login/passwd is root/corresponding passowrd
webmin doesn't use /etc/services but a script called /etc/webmin/start
which calls the /usr/share/webmin/miniserv.pl perl script. You can find it
afterwards with "ps aux".
