First of all I must say that I am Chinese, I can give you a generic walkthrough
for for specific problems then I don't know if I can help or not...

Before you do anything: install the Japanese locales package file first. Now ..

First of all you would need to setup an i18n file. For system-wide setup please
use /etc/sysconfig/i18n. for user-base the file is ~/.i18n. It is a plain ASCII
file that can be edited from Emacs or vi.

Next, put some variables. If you plan to use Japanese, including program 
messages, then put LC_ALL=jp (I believe jp is the Japanese locale ...I am not
too sure, better check for yourself.)

Then, logout and then log back in. Install a input method program, I believe
there is one called Kinput2.
