Solved it: the install did not remove the xfs lock file before
installing the new one (because of ownership changes?); deleting this
lock file solved the trouble.

The way I discovered it was by temporarily changing the xfs /etc/passwd
to have the bash shell so I could su to that account, and then running
xfs reported the error.
