After talking to a KDevelop development team member and messing with this 
same problem over and over again I have found out this: The current versions 
of KDevelop are somehow dependant on kfm, which kde2 does not use.  That's 
why if you statically build Kdevelop on a KDE 1.1.2 machine it will run on 
(Mandrake) KDE 2, but will not get past the configuration.  For all of those 
who do not know there are two upcoming releases of Kdevelop - Kdevelop1.3 
and Kdevelop2.  Kdevelop 2 is going to be a (really cool) rewrite so to 
speak, making KDevelop for KDE2 based on the newest libraries and will 
probably not be released until sometime in March 2001.  KDevelop1.3 on the 
other hand, is an extension to the 1.x series, which means it is still 
denpendant on the Qt 1.44 and KDE 1.1.2 libraries, but as far as I know it 
no longer requires the legacy kfm, so it is supposed to work fine on KDE2.  
It also adds some new features including support for Qt Designer, Qt 
Linguist, and the KDE buildsystem.  As for a due data on that, the developer 
I talked to said there were two things to be done - The splash screen had to 
be painted and the "KDE 2.0 Development" book (see http://dot.kde.org) had 
to be released so they could include it as docs in the package.  As for the 
first, I'm sure that  will not take any time, and the second is scheduled 
for publication by SAMS publishing (note: it will also be available freely 
online) on November 6th.  So to say Kdevelop 1.3, a version that will work 
w/ KDE2, will be available on November 6th or thereabouts would not be a 
wild guess.

Alright, I hope that cleared some stuff up.  NOTE: I'm not an offical source 
or representative of the KDevelop project, these are just my personal 
expirences and summaries of (irc.openprojects.net) #kde conversations.
