[Cooker] Bad RPM and Perl packages

Though the rpm filename says it's v4, I get:

only packages with major numbers <= 3 are supported by this version of RPM

Also, the perl package is missing a whole lot of files. It looks like it
is like this in 7.2 final as well. The package size is only around 4 megs,
while the package with all the file (in 7.1) is around 6.
