You do not need to go to Kcontrol to do that.
In Konqueror choose Settings - Configure - File manager and
type url you want.
You can also do something else if you execute Konqeror from desktop
or kicker icon, and if you don not want that Konqueror starts "empty".
Right click on Konqeror icon and choose Properties. Choose Execute tab
and type for example: "kfmclient openProfile webbrowsing http://dot.kde.org".
So, when Konqueror starts it will go directly to dot.kde.org site.
