download the sea package and then run the installer --- but don't
expect too much.  For one thing, most form support is broken; you
can't operate most online forms.  The debug messages are also turned
on and I expect debug code as well since it is very slow.  I'm
pretty disappointed that Netscape calls this a "release" ... it is
still beta code missing key features.
