Yes, but perhaps you're not familiar with this test in
/etc/rc.d/init.d/xinetd:
[ -e /usr/sbin/xinetd ] || exit 0
This renders xinetd rather useless if the binary isn't in /usr/sbin. I made
a link for myself, but this should have been part of the package install.
