This was fixed up, but has now returned with a vengeance - just look
at the state of the cooker tree!

This fault causes both the old and new versions of an RPM to be
repeatedly downloaded in every session for people using my popular
all_rsync.pl script.

Get it from http://members.optushome.com.au/ronst/ - BTW, this perl
script contains the necessary features to simplify and speed up the
accurate transfer from the Mandrake internal masters to the primary
mirror and should be seriously looked at with that in mind.  As well
as using rsync exclusively, it pre-upnames RPMs being updated
(release, version, or patch level) so that the rsync run becomes a
very fast patch-in-place of differences run rather than a complete
download.
