It's mostly up to the packager. Or some other poor soul that needs a package
for some reason on there personal machine (example: me).

We have a limited number of resources (employees) there are only 26 hours in
a work day :-) Seriously, most people would love to make packages available.
There just isn't enough time in the day. I know Till does for his cups stuff,
I try to for KDE, and there are a few others. The only reason that I can for
KDE is that I need the recent stuff for the training I am doing so can
justify the time. Till does it on his own time.
