[Cooker] rpm error Macro %_install_langs has empty body

rpm-4.0-13mdk is giving the following error " Macro %_install_langs has empty 
body" 
Also when trying to upgrade something with failed dependencies (yes i know i 
shouldn't do that ) it Seg faults. core dump is just a bunch of periods.
