My rsync download of this from planetmirror (in Brisbane) is only 9.2
MB in length.

On Mandrake's primary mirror:

ftp://sunsite.uio.no/pub/unix/Linux/Mandrake-devel/cooker/Mandrake/RPMS/

kernel-2.4.1-15mdk is only 9 MB in size.
