[Cooker] inetd and netkit changes

Hi,

We now officially drop the netkit-base package and adopt the iputils
tools which bring BTW: ipv6.

Now for upgrade i would suggest for upgrade :

upgrade to the last xinetd if you have netkit-base (xinetd obsoletes
netkit-base) and install the iputils package after (to get ping).
