Have you tried installing and enabling the telnet-server package?
Install:
# rpm -qa | grep telnet-server
telnet-server-0.17-5mdk
If you don't get that, pop in your CDs and:
# rpm -ivh /mnt/cdrom/Mandrake/RPMS/telnet-server*rpm
Enable:
# chkconfig --list telnet
telnet on
If you don't get that, run:
# chkconfig --add telnet
