The proper way to do is is probably to put [KDE] AntiAliasing=false in the file /usr/share/config/kdeglobals. This will set the default to off for all users and let them change it through the Control Center. This will also set QT_XFT correctly in all shells started from within KDE. If you set QT_XFT globally, then each user would have to override it manually by setting it again when trying to enable AA.
