/etc/profile or /etc/bashrc

And don't forget to export the variable.

This reminds me: Wouldn't it be good if there were a /etc/profile.d/local.sh
which would be executed when bash starts up?  The advantage would be, that
most wouldn't need to care if /etc/{profile,bashrc} are overwritten by
upgrades, and modifications would still stay in place.
