[Cooker] psaccting startup script

The rc script for psacct contains this line:

action "Starting process accounting: " /usr/sbin/accton /var/log/pacct

I do not have a /var/log/pacct file on my system so it errors (doesn't
not create the file) and says:

Starting process accounting:  accton: No such file or directory
                                                           [FAILED]

Should this file have been created elsewhere or should accton be patched
to create the file if it does not exist?
