[Cooker] Question: $LANGUAGE under X11 and under console

[R.I.P. Deaddog]

I found that $LANGUAGE in X Window is still defined as "C" while I should
have installed localized application. Do anybody know how the flow of
$LANG and $LANGUAGE etc is defined under X11? Thanks a lot.......
