I don't have imwheel at all, and mouse wheel works perfectly with all KDE 2.1 
apps.
Mozilla 0.7, 0.8 also works ok with mouse wheel.

So I guess imwheel is needed only to support *legacy* apps, and therefor no 
need to install this package by default.

Try Mozilla 0.8 if you want Netscape with mousewheel...
