Because cc-devel is only needed if you try to build a control panel applet.
mandrake_desk builds a theme (the rest are only pixmaps),
but does not build any capplet. The new eazel default gtk theme included
in mandrake_desk builds an engine, but no capplet. Try to build
the Crux theme, that offers a capplet to configure the window title color.
It will fail...
