Thank you.Although it indicated that somehow MCC is broken in this regard(as 
it report SECURITY=3 didn't really do 
much for me, so man -k security pointed me towards msec.  "For a fine 
description of each security level, consult the documentation under 
/usr/doc/msec-*/."
(from man msec).

I have no /usr/doc!
