Oops, error on with ../base/hdlist2.cz but is not used (only for updates you
will get a message saying a problem which should be ignored, or bypassed with -f
options).

The problem should be that it search for a package not present on the CD, this
is how it run, if the package is accessible it use it else it ask for the CD and
search for the directory Mandrake/RPMS on the root of the CD.
Please try with urpmi -v <pkg>, check when the error appears that
/mnt/cdrom/Mandrake/RPMS2 exists on another console.

This should be fine.
Check that the package it try to install is effectively on the CD 2 and the
package you have are
rpmtools-2.3-21mdk
urpmi-1.5-34mdk
