While waiting for a response I did some more checking in network-scripts 
without finding any clues.  I've had a similar problem before on cooker, 
reported (also no response) to this list.

Anyway, I want to get 8.0 working in a hurry, so I repeated the remedy I 
previously used - emptied /etc/sysconfig/network-scripts and copied the 
contents of 7.2's folder.  Now /sbin/ifup ppp0 works OK in 8.0 as a 
non-privileged user.

There must be something wrong in network-scripts.  One of you drakes care to 
take a look?
