It should work. Do you have gdm installed?
After a fresh install there's never a /etc/sysconfig/desktop and
I don't know which program creates it. But the /etc/X11/prefdm
script from the initscripts package looks into /etc/sysconfig/desktop
to decide which login manager to start. I guess there should
be a possibility to select the login manager in the DrakConf tools.
Maybe it's planed. I dunno.
When nothing else helps you can still change the last line in
/etc/inittab.
