[Cooker] Conflict between /etc/passwd and filesystem-2.0.7-2mdk

Hi folks.

There is a conflict between the /etc/passwd file and the filesystem
package.  In /etc/passwd, the "operator" entry is as follows:

operator:x:11:0:operator:/root:

However in the "filesystem" package, /root is installed as:

drwxr-x---    1 root    root             4096 Feb  6  1996 /root
