[Cooker] PowerPack Deluxe doesn't install DrakConf..?

Just had a weird issue with a user who bought and installed Linux Mandrake
7.2 PowerPack Deluxe. After installation, I tried to help him configure his
system, leading him to DrakConf - but apparently DrakConf was not installed
on his system at all.

What configuration or condition can lead to an essential configuration
utility not being installed?
