Check if you have ECN active:
cat /proc/sys/net/ipv4/tcp_ecn

If you get a '1', perhaps your ISP is blocking ECN enabled packets.
Mine does for incoming e-mail, and I was kicked off from kernel mailing list
due to infinte loops of bouncing mails...
