[Cooker] BuildRequires on noarch packages

I noticed that BuildRequires: has no effect on "BuildArch: noarch" 
packages. When I comment out the "BuildArch: noarch", then the 
BuildRequires are honored by rpm, otherwise rpm just starts building and 
ignores the BuildRequires.

Is this a bug or meant to be?
