[Cooker] kdelibs and libpcre

I am trying to compile kdelibs from source and after configure keep 
getting an error msg saying libpcre isn't installed...but it is! from 
rpms and from source.
 whereis libpcre
libpcre: /usr/lib/libpcre.a /usr/lib/libpcre.la /usr/lib/libpcre.so 
/usr/local/lib/libpcre.a /usr/local/lib/libpcre.la 
/usr/local/lib/libpcre.so
What gives???
