What is wrong with the licq-kde in the main tree? This one can co-exist 
with the installs as well since it's named licq_kde-gui and not licq_qt-gui.
If you have any changes (menu, bugfix, whatever) that you wish to be done
it would best be done in the main one.

And no if you want things to work out of the box you can't detach the 
stock qt plugin from the main licq package since there would then be no UI 
for licq to function ..
