I don't think so.  This is from a Security Update, aka MandrakeUpdate, to
current stable 8.0.  I have been waiting patiently for about a month since the
Update per VD's admonition in the original thread on cooker:

Interesting to me is that Peter reports:

whereas I found that downgrading to libarts2-2.1.1-7mdk returned my kde sounds. 
I even tried copying the absent /usr/lib/mcop/Arts/WavPlayObject.mcopclass from
the old libarts2 package to an updated system and thought I was on to something
when I heard the KDE_Logout.wav going down for reboot but no expected
Startup.wav when the desktop reloaded.

Easy is relative, e.g. I just installed libbzip2_1-devel in preparation for a
patient attempt at a rebuild but could find no src.rpm for libarts2 in the
updates/8.0 folder and not the relevant file in the kdelibs.src.  Although my
personal failure in patience could be attributed to lack of expertise, it seems
the appropriate level of expertise should not be required for a Security Update,
aka MandrakUpdate.
