Adding a BuildRequires actually doesn't change anything to the package 
itself. It just makes sure that when the src.rpm is rebuilt that 
tcp_wrappers-devel is installed on the system. Sendmail was complaining 
(on my system) that tcp_wrappers-devel were missing.

So the package should behave the same as the version b4 it.

So the tcp_wrappers functionality will override the relaying rules. Hmmm 
very bad indeed.
