I found the solution in an e-mail by Alexander Skwar ([Cooker] RPM core
dumps): RPM needs the newest locales. I was lucky -- I had another
installation of Mandrake 8.0 and installed the locales on that machine with
rpm --root, and then copied them to the damaged installation.

PLEASE make RPM depend on the newest locales!
