I am in exactly the same position on all three points.  Maybe you should
contact the autoconf maintainer first to find out whether such a change
would be accepted.

In the short term a new version of autoconf won't come out for a while -
and when it did, you'd still have to wait for the package authors to
re-generate their configure scripts (or have the RPM build process do a
'make maintainer-clean' and regenerate them itself).
