Maybe a basesystem-devel? There are many programs used internally by rpm 
scripts for example that aren't listed as Required. This of perl, awk, 
and sed, cpio. And then all C programs need autoconf, automake, libtool, 
glibc-devel, gcc, make, and probably several I have missed.

Nowhere are these programs even implicitly required for building an RPM 
though 99 times out of 100 they are needed.
