It's usually pretty trivial, especially for minor releases, to just take 
the previous spec and throw the new tarball in, especially if you have 
volunteers who are willing to work for free. That said, you *could* 
upload it to ftp.linux-mandrake.com, but that doesn't make it get into 
the dist any faster, and other users are not able to download from 
/incoming.
