Why not

urpmi.addmedia foo URL1 [with URL2]

where optional URL2 points to hdlist? That would answer my question about
local hdlist for remote site as well.

Compatibility won't suffer as we can fallback to current behaviour if URL2
is not valid one (like ../base/hdlist.cz) No new option is needed.
