[Cooker] ppmtogif missing in netpbm ?

ppmtogif, which is needed needed by latex2html for generating gif instead of 
png images, is missing from current netpbm.
It was present either in previous version, either in older libgr package, as 
i used it 28/07 without any problem.
If this disparition an error or a choice with regard to legal problems with 
gif generating ? If so, is there another way of generating correct images 
with latex2html ?
