I had the same thing yersteday when doing `urpmi --auto evolution`,
and even with a --force option, urpmi could not install it. 
Strangely, i achieved installation of rpms stored in
/var/cache/urpm/rpms/ by 
rpm -Uvh libGconf.rpm Gconf.rpm
while 
rpm -Uvh libGconf.rpm Gconf.rpm stops with a "recursive dependencies"
message.

So i got the feeling that rpm dependencies checking is not
commutative, 
i.e. rpm -i a.rpm b.rpm  and rpm -i b.rpm a.rpm 
may not lead to same statements.
Did not take time to check this.
