The problem is with rpminst - don't know why this keeps breaking - here's my
workaround.
mv /usr/sbin/rpminst /usr/sbin/rpminst.bak
create a file /usr/sbin/rpminst
#!/bin/sh
shift
rpminst.bak "$@"
---EOF---
chmod +x /usr/sbin/rpminst
This doesn't fix it but it does give me a workable rpmdrake.
