You're right. I've just updated to xterm-156-4mdk.i586.rpm and I can 
confirm. What you see is the "UTF-8" encoding which should not happen 
when using "ISO-8859-*". Try 

 +-----------------------------------
 |xterm -lc
 +-----------------------------------

and your umlauts will look like they should do. This leads to the con-
cluion, that the application is really buggy, al my LC_CTYPE is set to
"de_DE.ISO-8859-15" and should (according to the man page of xterm) be 
interpreted and lead to the "-lc" behavior ...
