        I came across this quite by accident yesterday, and spent some time today 
confirming it.  We're doing some network weirdness at work, and for a little 
while we didn't have anything working as a dhcp server.  For some reason when 
this happens, and on boot the network IP address can't be resolved, then the 
Connection selection under Network and Internet doesn't start.  It times out. 
 When the file is started from a terminal window, it DOES start - but does 
some weird things.

        For example, it tried to autodetect the network, then puts up a list of 
drivers to try.  Unfortunately, it doesn't understand pcmcia card network 
cards, as selecting the correct driver type for my network card (a NE2000 
clone from Linksys) bombs.

        This all works FINE if the network is already up. If the network is DOWN, 
then the tools to get it up bomb.
