Then why do you allow to unselect locales?

Yes.

The whole is fishy. Installer silently installed 38 RPMs that I did not 
ask for, but did not install the RPM that would allow me to install 
anything else. Please, either mark all of these 38 additional RPMs as 
locked (unable to deselect) or do not install them.

As said, I am happy to send RPM list. You can compare it with list of 
locked RPMs - I deinstalled everything that was possible.
