[Cooker] install hd.img, 32MB, no RAM disk - russian locale still does not work

I am not sure I understand the problem. If there is not enough space in
RAM disk to copy locale files - what's wrong with simply linking
/usr/share/locale -> /tmp/hdimg/... etc?
